SOF Connect, the concessionaire responsible for the management and development of Sofia International Airport, has officially launched a tender procedure for the design and construction of Terminal 3, the modernization of Terminal 2, and the development of a new transportation hub.

This major infrastructure project, with a total estimated investment of BGN 450 million, aims to significantly expand and modernize the airport’s facilities, preparing it to meet the growing demand for air travel and bringing it in line with global aviation standards.

In addition to the core investment of BGN 450 million, SOF Connect plans to allocate a further BGN 50 million to procure and equip the terminals with cutting-edge technology and systems, ensuring that both the operational capacity and passenger experience are optimized. This ambitious project, which is set to be completed by 2031, is expected to enhance Sofia Airport’s status as a key regional aviation hub, playing an important role in Bulgaria’s tourism and business sectors for years to come.

Project Overview: Scope and Key Features

The scope of the project includes several key components that will enhance the capacity and operational efficiency of Sofia Airport:

Construction of Terminal 3:

One of the main elements of the development is the creation of Terminal 3, a state-of-the-art passenger terminal with an area of 60,000 square meters. Terminal 3 will be connected to the existing Terminal 2, enabling the seamless integration of the two terminals. This new terminal will dramatically increase the airport’s annual passenger capacity from 7 million passengers to an estimated 20 million passengers. This will be achieved by introducing new and expanded facilities, including:

  • Arrival and departure areas, designed to streamline passenger flow.
  • A centralized security checkpoint, which will improve the efficiency of the screening process.
  • Offices and process facilities to support both airport operations and passenger services.
  • A new boarding pier to accommodate a higher volume of aircraft, expanding capacity for both domestic and international flights.
  • Commercial areas, offering retail and dining options for passengers, enhancing the overall airport experience.

Modernization of Terminal 2:

In addition to the development of Terminal 3, SOF Connect will also modernize Terminal 2, Bulgaria’s current primary terminal. The renovation will involve upgrading the 72,000 square meter terminal with a focus on improving passenger experience and operational efficiency. Key aspects of this modernization include:

  • The expansion of commercial areas, both landside and airside, to meet growing demand and offer a wider range of services to travelers.
  • Converting existing passenger processing areas into office spaces and support areas, ensuring efficient use of available space.
  • Refurbishing existing airport systems, including fire systems and ICT systems, to ensure compliance with the latest safety and operational standards.
  • Upgrading utility systems to accommodate the increased capacity resulting from the expansion.

Development of the Transportation Hub:

The new transportation center will be another vital component of the project, covering an area of 9,000 square meters. This transportation hub will be equipped with 21 coach parking slots and well-designed access roads, facilitating smooth connections between the airport and other parts of Sofia and beyond. This will include:

  • Dedicated parking areas for buses and coaches, enhancing the connectivity of the airport with the rest of the city and the country.
  • Improved access roads to ensure a smooth flow of traffic around the airport and minimize congestion, especially during peak travel times.
  • A more efficient and integrated transport system connecting Sofia Airport to public transport options, reducing reliance on individual vehicles and supporting sustainable travel.

Commitment to Sustainability and Global Standards

As part of its commitment to sustainability, SOF Connect has prioritized green building certification for Terminal 3, aiming for a BREEAM rating. Phased Execution and Operational Continuity

The construction process will take place around the existing fully operational Terminal 2, which means that the project will be executed in multiple phases to ensure that the airport continues to operate safely and efficiently throughout the development period. The phased approach will be designed to:

  • Maintain continuous operations during the construction phase.
  • Ensure the passenger level of service remains unaffected.
  • Adhere to strict safety protocols for both construction workers and passengers.

Additionally, key landside infrastructure, such as parking facilities, access roads, and passenger circulation areas, will remain operational throughout the construction process. Invitation for Expressions of Interest

SOF Connect has officially invited companies to express their interest in participating in the project by submitting a Letter of Interest by October 15, 2025. The company is looking for entities with proven expertise in delivering large-scale infrastructure projects, particularly those with experience in designing and constructing airport terminals. Following the submission deadline, SOF Connect will initiate the official awarding process through a public notice.

The project is expected to attract a significant number of international and local contractors, who will be able to showcase their capabilities and contribute to the creation of a world-class airport.
