Goa Unveils Strategic Tourism Revival Plan at ITB Berlin 2025 with Focus on Inbound Markets, Culture & Digital Innovation – Travel And Tour World

Jack Ajit Sukhija, President of the Travel and Tourism Association of Goa (TTAG), unveiled Goa’s strategic tourism revival plan at ITB Berlin 2025, the world’s largest travel trade show.

With Goa’s tourism sector experiencing post-pandemic challenges, Sukhija detailed a roadmap focusing on reviving international inbound tourism, promoting cultural heritage, leveraging digital marketing, and enhancing infrastructure.

According to the Ministry of Tourism, Government of India, Goa remains one of India’s top tourist destinations, attracting millions of visitors annually. However, to sustain long-term growth, the state is diversifying its tourism strategy by targeting new global markets, investing in cultural tourism, and embracing digital innovation.

Reviving Inbound Tourism: A Global Approach

Goa has long been a preferred destination for European tourists, particularly from the UK, Germany, and France. At ITB Berlin, Sukhija emphasized the importance of reconnecting with these key markets, while also expanding outreach to new regions such as Gulf countries and Southeast Asia.

“We are focusing on building new partnerships with airlines and tour operators to improve connectivity and affordability for travelers,” said Sukhija. He highlighted India’s e-Visa facility (indianvisaonline.gov.in) as a key enabler in making Goa more accessible to international visitors.

While global markets remain a priority, domestic tourism is also thriving, with a growing number of Indian travelers from Maharashtra, Karnataka, and Gujarat visiting Goa for family vacations, destination weddings, and corporate retreats.

Showcasing Goa’s Cultural & Heritage Tourism

Beyond its renowned beaches and nightlife, Goa is positioning itself as a hub for cultural and heritage tourism. According to the Goa Tourism Development Corporation (goa-tourism.com), the state is actively promoting:

  • Heritage temple circuits – Showcasing Goa’s Hindu temples and ancient pilgrimage routes.
  • Portuguese colonial architecture tours – Preserving and celebrating Goa’s unique Indo-Portuguese heritage.
  • Local festivals & cultural experiences – Including Shigmo Festival, Goa Carnival, and traditional Fado music performances.
  • Culinary tourism – Highlighting Goa’s fusion of Indian and Portuguese cuisine, promoting local food trails, and encouraging sustainable dining experiences.

Sukhija stressed that eco-tourism initiatives and rural tourism projects will also be integral to preserving Goa’s natural beauty and supporting local communities.

Digital Marketing & Innovation: A New Era for Goa Tourism

Goa’s tourism board is embracing digital marketing strategies to reach new travelers, particularly millennials and Gen Z tourists. Sukhija noted that social media platforms such as Instagram, TikTok, and YouTube play a significant role in influencing travel decisions.

The state has launched targeted digital campaigns showcasing:

  • Remote work and digital nomad opportunities in Goa.
  • Luxury wellness retreats, including Ayurveda and yoga experiences.
  • Adventure tourism, featuring water sports, trekking, and wildlife excursions.

Additionally, Goa’s tourism authorities are investing in AI-driven travel recommendations, VR-based destination previews, and online booking enhancements to modernize the visitor experience.

Infrastructure Development: Strengthening Connectivity & Hospitality

For Goa to sustain its tourism revival, Sukhija emphasized the need for enhanced infrastructure. The state is prioritizing:

  • Improved air connectivity – Increasing direct flights to Europe, the Middle East, and Southeast Asia.
  • Road and public transport upgrades – Enhancing local connectivity between North and South Goa.
  • Luxury hotel expansions – Encouraging high-end hospitality developments to attract premium travelers.

According to the Ministry of Civil Aviation (civilaviation.gov.in), the Manohar International Airport (Mopa) will play a crucial role in boosting Goa’s capacity to handle increased air traffic and improving international accessibility.
